Abstrak

Four broad area for future development in the digital libraryenvironment are identified and explored. The presentation and display ofinformation is linked to interface design issues and the types of data andservices that might be made available. The challenge of organizing resourcesand services into virtual collections, often based on vendor, product name, orlevels of bibliographic access, is considered. Issues concerning the technicalarchitecture of library systems and data are described, including multi-tieredarchitecture, broadcast search capabilities, and support for a growingdiversity of data formats. Rights management and access controls related toresource integrity and user security are discussed.

Abstrak

This paper aims to describe the development and current situation ofelectronic document delivery by public libraries in Germany, taking intoaccount the impact of the changing regulatory framework of German copyright lawand the consequences of law suits against libraries and Subito. The paperdescribes the current situation. Also, the new licensing strategy of the Subitodelivery service and the national licensing strategy for electronic media ofGerman libraries and the German Research foundation come into focus. Thenegative development of copyright law posed a new challenge for documentdelivery services in Germany since the statutory licence in German copyrightlaw no longer covers electronic document delivery provided by Subito and otherlibrary document delivery services. Licence agreements with publishers orintermediaries such as copyright clearance centres are now necessary to allowdelivery of electronic documents. These negotiations have proven to be verycomplex and controversial, but now a complicated framework of licenceagreements has been concluded and will enable German libraries to generallyprovide electronic documents in the future. DRM-systems, however, still are achallenge for customers and the delivery service. Demand of delivery serviceshas decreased and may decrease even more in the long run due to availabilityand direct accessibility of electronic documents, together with the nationallicensing program in Germany. The paper provides a concise summary and gives animpression of the development of document delivery services of German librariesbetween 2003 and 2008 with special reference to the legal position and changesto German copyright law.

Abstrak

The purpose of this paper is to describe the state of development of Polish digital libraries. The paper describes the establishment of the first digital library in Poland, the creation of the Wielkopolska Digital Library and other regional digital libraries. The organisational and technological solutions used by theselibraries are described. The concept of a single central library and several dozen regional libraries has made possible the creation of more than 40 digital libraries and the establishment of wide co-operation amongdigital librarians. However, the passage to mass digitisation is still proving impossible at present. The situation in Poland indicates a clear necessity for the introduction of appropriate legal regulations to place digitisation among the charter objectives of large libraries. The awarding of small grants does not change the situation, and sometimes even makes it worse. Digital libraries have come into being in large numbers over the last few years; because some of them have been functioning for a number of years, much experience has been acquired. Now it is necessary to move on to the next stage - mass digitisation. Polish libraries are quite unprepared for this. Digitisation continues to be treated by libraries as an experimental rather than a fundamental activity.
